Note: the actual Parc des Oiseaux is not a great birding site. It has a couple of small lakes which occasionally have water fowl and they have had White Storks nest in the parking lot. But the real attraction of the area are the thousand plus small lakes all around the area. There is a driving route which is marked as a "Circuits touristiques de la Route de la Dombes (2 boucles au départ de Villars-les-Dombes)." But three lakes are Natural Senitive Areas with special interest to birders; l’étang Chapelier, l’étang Prêle, and l’étang du Grand Birieux. My best birds here were European Spoonbills, Black-winged Stilt, Black-crowned night heron, Black-headed gull, Little (&Great) egret, Common pochard amoung many others.
