Accessible via the Keiyo line from Tokyo Station, get off at Futamatashimmachi Station (二俣新町駅). It's about a 2km walk south from the station to this park along an industrial road. There is a sidewalk. When you reach the bottom of the road, turn east and continue until you can enter the park and head south toward the beach.
